You can try a few things

  1. bench update
  2. bench clear-cache
  3. bench reload-doctype “Tax Category”
  4. Comment out the particular patch that won’t run/update

I think it may be the quotes… the ones that came through are “” instead of “”
This… bench reload-doctype “Tax Category” should be

bench reload-doctype "Tax Category"

you can also try single quotes

bench reload-doctype 'Tax Category'
