In the User DocType → Settings → List Settings, there is an option called “Bulk Actions.”
My understanding is that if this option is unchecked for a user, then:

The checkbox column in List View should disappear.

The “Actions” dropdown should not appear.

Multi-select bulk operations should be disabled.
However, even after unchecking Bulk Actions for the user:

The checkbox column is still visible.

The “Actions” button still appears in List View.

Bulk operations remain accessible.
My questions:

What exactly does “Bulk Actions” in User → List Settings control?

Is there an additional setting required for it to take effect?
Any clarification on how this setting is supposed to work would be appreciated.
