ConnectionRefusedError: [Errno 111] Connection refused

@Internal server error and Errno 111 connection refused

mysql -uroot -pYourMYSQLpasswordOfChoice -Bse “GRANT ALL PRIVILEGES ON . TO ‘root’@‘127.%.%.%’ IDENTIFIED BY ‘YourMYSQLpasswordOfChoice’ WITH GRANT OPTION;”

I have executed these 3 commands, i am still getting:

 pymysql.err.OperationalError: (2003, "Can't connect to MySQL server on '127.0.0.1' ([Errno 111] Connection refused)")
