How to add missing currency before setup wizard?

Hello.
I need to add my currency (BGN) before running the setup wizard and set it as default currency. What is the best way to do that?

I think initially you can set to any currency (eg. US Dollars) then once you are inside, you can create a new currency BGN and set it as default.
