I do have another problem with Frappe HR regarding this,

2 salary slip in 1 month

You could achieve the same in a single salary structure having the proper formulas for the month of february, and create two separate print formats for the salary slip, one showing the normal values, the other showing the bonus/deductions unique for the month of february. The payroll process might be different from other softwares, but the tools are available to achieve the expected functionality. One only needs to understand and apply it.
