Currently we are using Moving Average, but I want a specific item to set a fixed valuation rate and that will serve as the basic rate when creating Material Issue for that Item. Is there any setting that would fix my problem? Thank you

The valuation mechanism controls outgoing quantities cost under stock ledger.
if incoming qty (purchase or manufacturing GRNs) are being recorded with different rates contributing for valuation rate which will be multiplied with outgoing qtys based on valuation mechanism either moving average or FIFO, fixed rate is not possible.
The valuation rate is like running total which depends upon incoming qty rates knowing the fact items are being control under warehouses for valuation purposes.
In simple words, valuation mechanism takes controls for all outgoing qtys where you can not set a fixed rate for an item if it has incoming qtys with different rates periodically.

Thank you for this heads up brother. I think it is better to create new customize doctype for this feature, that would be a lot of work if I override the stock entry core files right.
