Not sure if this issue is due to India-Compliance or webshop.

After going through this post I did following steps after which it started working at CHECKOUT PAGE. no need to uninstall India-Compliance.

Created Tax Rule with [Sales Tax Template => Output GST In-State] only.
In item >Item Tax Table> removed Tax Category and added Valid from.

But in Product List Page still item price is showing without taxes.
