Hi everyone,
Forgive me if I ask a very simple question. I followed instruction on how to change system language (from English to Vietnamese) but my system interface is still in English. I have searched through forum but I guess I am the only got this simple problem 
If I need to do anything else, please tell me. Much appreciated.

Go to User.
Open User for whom you want to change the langugae.
Change the language in Language field.
If you want to do it for everyone.

Go to System Settings
change language

I changed language in both User setting and System setting but my interface is still in English.
However, I have seen some words in Vietnamese. Maybe I should install a language pack or something?
Update:
I tried to change language to Thailand. It worked just fine. Maybe problem lies in Vietnamese language pack
there might be the bug in version 16, which you are using.
IN version 15, it is working fine
