Once in a while(this has been happening too often), I get

Sorry, this site can’t be reached

Or

Site refused connection

I’m running on a 2G Server and CPU usage is at 7%

if you use other ISP or use opera browser with turbo/vpn so you will have different IP, are you still can’t connect? If you can connect using different IP, maybe your IP get banned from your ubuntu firewall. I just have the same problem this morning.

I ended having the same issue when migrating to a new server, and this link discussion solved my problem. Thanks!
