We used Latest upload - Zatca Phase-2 app for ERPNext but is not fully setup we get error SDK Root

YOu need not install SDK anymore. Use our latest release without SDK or Java dependencies. Install it from here GitHub - ERPGulf/zatca_erpgulf: Implementation of Zatca Phase-2 E-Invoicing - for FrappeCLoud

The repo you have mentioned is using Zatca SDK and it requires Java in the server. The new one removes those dependencies. Both are from ERPGulf and open-source.

This is work only for version 15 . I could not install it in version 14 because of missing setup.py

It is a python issue. you can upgrade Python and this issue will be resolved and you can install on Version 14
follow this thread DEPRECATION: pycountry is being installed using the legacy 'setup.py install' method, because it does not have a 'pyproject.toml - #3 by Alaa

I installed wheel by using bench pip install wheel as per the link recommendation but nothing change.
