Looks like the Salary Components in your Salary Structure are all marked as Statistical Components (image 2). This should not be so.

Here’s the description of the option as in earlier versions (will update the v11 documentation) -

If selected, the value specified or calculated in this component will not contribute to the earnings or deductions. However, it’s value can be referenced by other components that can be added or deducted.
