Read the first line in your screenshot. Something is already running on that port.

As Ankush points out the port is in use…also, you’re on 13004, instead of the “normal port of 13000” which implies that there are multiple residual instances running on ports 13000,13001,13002,13003 as well. Maybe check and and reboot the server if necessary
