Is your bench env Python 3.6+? If yes, there maybe an issue with the develop branch of ERPNext or Frappe, but that doesn’t seem like it (given the local and CI tests). But in case you’re having difficulties with the develop branch, try out the stable branches instead, version-12, version-13-beta`!
