When i create Account it requires Parent Account, but when i wanna create new Parent Account it sends me to create New Account, not Parent Account. And such a vicious cycle.

I will advise you to convert Account List View into Tree View. It will be helpful as you are struggling with parent and child account creation.

Yes, You will see the New Button in Tree view.
You can click on that.
Tick Is Group.
it will create account as Parent
