i could not update the workflow state via the rename tool or the bulk update tool

You are updating field value. Instead of rename.

Also you can’t rename Workflow State

You have to rename it, not just update the field value.

When the state was first created, its name was set based on the field value. However, if you update the field value later, the state will not be renamed automatically.
