Bulk Upload Option not enabling in child table

this is an custom item table and upload and download option is not shwoing

after saving this option is unchecked
its a custom child table with text fields

I tested it in the latest version, it worked properly.

i added a table where user can type items not select throght link field now my client want an option for bulk upload while the option is there but after save it is uncheck automaticallty
