Can I apply custom translation from csv manually?

Hello!
I am very next to ERPNEXT, and I want to translate ERPNEXT into Thai.
However, I find that the community for Thai translation is mostly inactive.
I would like to ask if I can I apply custom translation from csv manually from the bench? Because I might want to try translate directly in from my PC.

I would like to ask if I can change the labels of menus?
I tried to once, and the frappe-bench becomes broken since the menu I translated disappeared.
