Peeking inside of env/
, we find:
frappe@ubuntu:~/frappe-bench/env$ ls
bin include lib share
pip
is a binary, so we would probably find it inside bin/
frappe@ubuntu:~/frappe-bench/env/bin$ ll | grep pip
-rwxrwxr-x 1 frappe frappe 246 Sep 30 23:26 pip*
-rwxrwxr-x 1 frappe frappe 246 Sep 30 23:26 pip3*

Sure enough it is there.
Try running ./env/bin/pip install ldap3
