Cannot Change Doctype with before_submit hooks?

anyone of you guys facing issue that we can change data before submission ?
I am gonna try to cancel doctype from draft status, so I need to submit the doctype before it can be cancelled, my bad news I can change any data of those doctype using before_submit event.

Cancel is from the submitted state only from Draft you either submit or delete?
Can you elaborate more?

yes, i did cancel after doctype submitted,
but I can not change any data of doctype use before_submit
