Cannot see Roles & Permissions tab in User

I logged in as Administrator. I tried bench reset-prems restarted and clear cache, but still not working.

The installed apps are:
erpnext 15.66.1
frappe 15.72.3
hrms 15.47.4
non_profit 0.0.1
payments 0.0.1
