Im on version v14.x.x-develop () (develop) for both Frappe and ERPnext.
Current in the List view edit window I dont have the option to add/edit rows.
I verified my v13 instance, and the Add/Edit link is there.

You will need to migrate to version-14. Some of these glitches have been resolved in the stable version.
You can do a search on this forum of how to migrate to a different version.
