I want to create a workspace but there is no create button in the workspace list and I am not able to create it. Please Resovle My problems As soon as Possible.

You can yourself assign a Role namely Workspace Manager to User which will bring all rights to add or edit public or private workspaces.
You may also define Role Permission Manager if Workspace Manager Role does not suits your needs.
