Can't submit a salary structure in v11 after upgrade from v10

I cant add and submit a salary structure in erpnext v11 which has been upgraded from v10, however it can be saved easily. Manually if we change docstatus to ‘1’ in table salary structure of the database, it is saved and submitted, but the same do not happen using GUI.

I’d check whether the user has sufficient permission to “submit” on the “Salary Structure” Doctype.

I believe there where some update on the Permission in v11 and maybe the update has messed something up.

open Role Permission Manager and check the Salary Structure Doctype
