Can't transfer from Finished Goods warehouse

I need to transfer goods from my Finished Goods warehouse to a different warehouse. When I go to Stock Entry and choose Material Transfer, it adds criteria into the Source Warehouse dropdown list which forces the exclusion of the Finished Goods warehouse. Why is it doing this? And how do I fix to to allow a transfer out of Finished Goods?

Currently happening on version 14.32.1, but has been happening for a while, at least since 14.24, possibly longer.

Does not work in 14.32.1. Automatically inserts “!= Finished Goods”.

Stock & warehouse config are pretty standard… I don’t see anything that would control it adding that criteria by itself:

I think I found the reason - I have my “Finished Goods” warehouse defined as the “Sample Retention Warehouse” - which is won’t allow a transfer out of. I cleared that configuration, and how I can transfer out of Finished Goods again.
