Create a proposed amendment and have it approved by the manager

I want an HR user to send a proposed amendment to a specific value within the fields through the system and the HR manager to approve or reject it. How can I create a proposal system - authentication?

You can use the Employee Promotion Doctype for the same with workflow.

No feature like this currently exists. It could definitely be done, and it would be a very cool addition, but it would take a decent amount of work to design.
