Want to design dropdown menu using navbar settings in website module in erpnext/frappe but the parent label section with which the it can be done is not working properly is it some bug from frappe’s end or a glitch in my desk/instance?

Okay, then avoid assigning a route to the Parent Label, because if the parent label has a route, it will not function correctly as a parent for the dropdown.
In your case leave More and Yagna Team URL blank. Don’t use #.
