Custom check box is disable

custom check box is disable even thou i set the site to developer mode and logged in as Admin and still when creating a doctype custom checkbox is disable

I realise this is an old post, but had the same issue so thought I would add here to help any others.
Make sure you set the bench to development mode:

bench set-config -g developer_mode true
