What are the properties of a custom field?

Scenario 1:
If you are able to see that field in Custom Field list, then it’s field order issue which is available in Property Setter.
Maybe you are performing migration or any other operation which is overriding your field order.
Scenario 2:
If you are not able to find those fields in Custom Field list then, it might be something else.
Which scenario are you having?
