I’ve created a custom role named Admin, and gave rights to create users as same as System Manager, but still its unable to creates user,

Please run the command “bench migrate && bench build” on your terminal.
Proably this will help you out.
Can you check if you can assign permissions to that role on the doctype User Permission ?
I think its hard coded somewhere that only System Manager is allowed to create users.
No I meant, in that Role Permissions Manager, select doctype User permissions, and then select that role and assign create and other permissions.
