Is there way to customize form for the DocType User?

I had read the doc, but doctype User seems not customizable by the “Customize form”.

Yes, you can customize the form for the User DocType. You can do this by creating a custom form in the Customize Form page in the Setup menu. You can also add custom fields to the form and customize the layout of the form.
