Disable rate edit

I want to disable the rate field in sales invoice items. I want my users to make sales invoices but not able to change the selling rate.

Under Customize form, make the rate field to be read only

Go to Customize Form, select Sales Invoice Item and in rate field check read only

can we make it editable for system manager only ??
