Draft state is not editable

I have two states in my workflow Draft and Done. When it is in Draft i created an action(approve) to move to Done state. But when i try to move from Done to Draft using another action, the draft state is in readonly and fields are not editable.

But I want to edit in the draft state also. How can i achieve this?
