Enabling or Having a save, then submit button on a web form

How would one go about enabling/having a save->submit button on a web form, in this case on RFQ form on the portal side as used by the suppliers.

Currently their’s a submit button, just want to have save as well, which switches to save on edit, and submit after saving.

To clarify. On the supplier portal. The only option is Submit, as below.

The request is to have the button toggle to save on edit, and back to submit after save.

I would not recommend doing this but:

  1. Set developer mode for your site to 1 in your site config.json file
  2. Login as administrator
  3. Edit the Doctype and uncheck the box saying is submittable.
