Entering and billing time for service company

I am looking at using ERPnext for service company. I have a couple of
questions concerning time sheets:
Is it possible to enter actual time without a start and end time,
since this is not practical for us?
How would we go about billing the time?

On how to bill for timing??
Create a service item with unit of measurement “Hours/Minutes,Quater”
and put rate.
