After migrating from 14 to 15
I have the 2FA by email setup
I enter the code and redirect to login
any idea?

A couple things to try:
Can you login as Administrator?
Can you turn off 2FA in the site_config.json ?
even administrator acccount cause same issues
even with 2fa disabled
i did a fresh install of 15 and restaured the database from 14 with private and public files
