Error in Data Import Tool while uploading Lead

I downloaded the Lead with data and just made changes to the Organisation and uploaded the same file again but I am getting the folllowing error. Is it a Bug in the system or am I missing something.
Error for row (#24) “LEAD-00131” : can’t compare datetime.datetime to str

Have you checked on the date format?

I have made no changes to the data in the CSV, based on your suggestion I did format the column and retired uploading but I am getting the same error, there seems to be some code issue in lead.py
