Error in Upgrade from V10 to V11

Folks posting for long time. Tried to update my V10 to V11 below is the error

note I have Python 2.7
Also, I tried to update GitPython to 2.1.11 , then it gives error GityPython 0.3.x something like that
Also, AttributeError: ‘module’ object has no attribute ‘X509_up_ref’

Facing the exact same issue.

Edit:
Found the Git repo for GitPython (no pun intended) an their latest version is 2.1.11, just as requirements.txt lists. GitPython repo
maybe the repo config is not adequate: i.e. not reaching the server
