Even when the update rate checkbox is checked, editing the rate is not permitted

Hi Team,

Facing the following issue in the V13 instance:

For the newly created Quotation. When we click on the update rate checkbox,the rate is not getting editable. But once we click on the edit at the item line level, we are able to edit the rate. Please check.

Steps to replicate:

  1. Go to search bar and search for Quotation list
  2. Create a new quotation by entering the following details:
    a. customer: 1BYZERO TECHNOLOGIES PVT LTD
    b. Kind Atten: test-1BYZERO TECHNOLOGIES PVT LTD
    c. item code : QC-XYZ and Delivery Mode: Normal, Check the update rate checkbox.(https://pcprocess-test.frappe.cloud/app/quotation/new-quotation-2)

Observation:
The rate is not getting edited even though we have checked the update rate checkbox initially only after clicking the edit at item line level its getting edited .

Expectation:
User is expecting, Once we click on the update rate checkbox the rate field to be made editable initially.

Save but don’t commit, then reload and see if it works

Here as we have enable the checkbox even in the draft state it should be enable and user is expecting to enter at that time only
