Is there any app / module to manage Frequently Asked Questions (FAQs)?

If such App is not there, then does it mean that someone may contribute in this direction, if sufficient demand is there?

It looks that “Knowledge Base” can be used as FAQs.

Am I thinking correctly, or will there be some technical difference between FAQs and Knowledge Base (KB)?

It might be more than you need, but have you checked out the Wiki app:
You can pretty much format however you would like (all Frappe and ERPNext documentation utilizes the Wiki app).
