Flat Rate Tax Setup

Hi,
I am trying to configure the following taxes on ERPNext v12:
a) Excise Duty = 200 per Litre (Fixed Flat amount)
b) VAT = 16%
The available Type “On Item Quantity” can only take a % rate. How can I make this a fixed value?
