I would like to manage both my employees who are on payroll and my freelancers within Frappe HR.
Is it possible to add freelancers as employees in Frappe HR as well, or would that interfere with the payroll process?

Frappe HR gives you a lot of flexibility in how you organize salary structures and process payroll. You don’t mention what kinds of interference you are concerned about, but in general it is very much possible to pay both permanent and contract employees.
aren’t freelancers just suppliers (and likewise no employees) in the ERP logic?
There shouldn’t be a conflict.
Do you plan on paying the freelancer using payroll entry (separately or together with employees)?
Tax withholding is assigned at the employee level. You can have unique salary structure assignments tailored towards employee type.
Assignment of the payroll payable should be handled uniquely for contractors vs employees.
What you can do isn’t always what you should do.
