Hiding Add a comment in the document based on the role

Hi;
Because the webuser is not allowed to login from the mobile application, so I have to use system user. But at the same time, I do not need the user to Add a comment in the document, I only need him to view some data.
So how to hide Add a comment based on the permissions and roles?
