How can the department manager only see applications within the department?

I have the following problem in decentralization. I created a new doctype then in the “Role Permissions Manager” section I created two permissions a and b. In there, I will check Only if Creator (Can only view my own). The problem here is b. In the new doctype I have 1 field which is department. And I want b to only be able to see records of his department or sub-departments. So how to do this?
