How can we allow user to create & submit a SO for items who quantity is 0?

What is the use case for Zero Qty. Sales Order?

Actually the use case is that there is only one person operating ERPNext in the production department and this person updated production data daily but only at the end of the day while the billing department would like to generate SOs and Invoices even if the qty <= 0.
