A Moderator or Admin has permission to Delete Topic.
Possibly a regular User cannot delete their own post.

Thanks @clarkej! It helps me out, since this post was posted with another topic initially, in the wrong place (a new thread). Thus I changed it to ask about deleting posts! Will be helpful for other users.
