How does one hide the option to Show or Hide Desktop Icons for a user

Good day

I would like to hide the option to Show or Hide Desktop Icons for a user.

I have checked in the permissions but cannot find anything.

You can limit the icons accessible to a user via selecting them for that particular user in the Show or Hide Desktop Icons dialog. But the option to show/hide those icons in their respective desk is still available to all users, a functionality not limited by permissions.
