How to assign multiple roles to one user?

Some users will have multiple roles. A user can be an employee and hr manager. Then how can I assign multiple roles to one user? I have created role profiles. How can I assign role profile to user?

Do you have permission for this?

Administrator, System Manager and some other roles have only permission for this.
