How to Change the Color in SideBar in V15

Hi Community,

How can I change the entire sidebar color to blue in V15? Additionally, I want the sidebar to always display the menu (e.g., Accounts, HR, Payroll, Project) consistently, regardless of which Doctype I navigate to.
