How to : Give Data/import export permission?

Has anyone figured out how to give non “system users” or “system managers” a way to provide data/import export functionality? thanks

Import Data: Not Permitted

Hi, I am trying to give access to a marketing personnel to upload marketing contacts to LEADS. However, it pops-up a message “Import Data: Not Permitted”. We’ve tried to switch on/off many different permission and still not working. Please advise what exactly needs to be done to allow a marketing to IMPORT DATA to LEAD List. Thanks!
