How to know users who have not filled timesheet

Hello,

I want a report where I need to know how many users in a given project have not filled the timesheet or filled less than X hour for a given duration from D1 to D2

Is it possible to build such report? This is curial to us as to know who in a team has worked how many hours and need to get those user report who has not filled a single timesheet and track those users.
